Bob Rapoza

Founder and President
Bob Rapoza has more than four decades’ experience as a professional lobbyist and is an expert on the federal budget and appropriations process, with special expertise in federal housing and community development policy. He has been responsible for numerous legislative accomplishments, including sustaining federal rural housing and community development programs, establishing the Intermediary Re-lending Program at the Agriculture Department, increasing funding for community development programs at the Department of Health and Human Services, promoting the creation of a YouthBuild program at the Department of Housing and Urban Development and, most recently, successfully steering the New Markets Tax Credit program to enactment and implementation.

Paul Anderson works to advance the legislative priorities of community and economic development clients by lobbying Congress and federal agencies on their behalf. Collecting and analyzing data and case studies, Paul also creates policy tools, including comprehensive reports used in the firm's lobbying and advocacy efforts.
Lana Chapman

Lana Chapman

Office Manager
Lana Chapman has been a key figure at Rapoza Associates since 1992, involved in all aspects of the firm’s evolution and management. Previously she served as office manager for the consulting firm of Temple, Barker & Sloane (later merged with Mercer Management) and as the administrative assistant to the legislative director of the American Civil Liberties Union. Lana is a graduate of the University of Maryland with a degree in Business Administration and Human Resources.

Jake Kohn, Policy Associate

Policy Associate

Jake focuses on federal rural housing and infrastructure programs at Rapoza Associates. In this capacity, he conducts research and creates policy materials on rural housing and water and wastewater issues. He provides membership development and management support for the National Rural Housing Coalition and the Friends of the SBA Microloan Program.

Ayrianne Parks

Director of Policy and Public Affairs
Ayrianne Parks works with the firm’s community development clients to achieve their legislative and advocacy goals. Ayrianne also lobbies on small business issues and appropriations. In this capacity, she creates advocacy materials and messaging, as well as curating content for print and online, aimed at cultivating congressional and public support for the firm, its clients, and their work.

Samuel Rapoza, Research Associate

Sam Rapoza is a Research Associate at Rapoza Associates. At Rapoza Associates he specializes in social media, client outreach, facilitating congressional meetings, data analysis, and GIS mapping. He previously worked as a field engineer for Hillis-Carnes in Dover Delaware and as a intern for Senator Harkin’s personal office. Sam is a graduate of the University of Delaware’s College of Earth Ocean and Environment.
