Community Transportation Association of America

JOBLINKS is a program administered by the Community Transportation Association of America (CTAA) that provides transportation assistance to participants in workforce programs and other low-income people by fostering cooperation between nonprofit agencies, workforce agencies, and local transportation providers. Rapoza Associates first persuaded Congress to provide funding for JOBLINKS in 1992. In 1995, we worked with key members of Congress to provide additional funding through the Department of Labor, and as a result annual appropriations for JOBLINKS have increased significantly.
