Update on Corporate Tax Bill - (October 22, 2004)

The President signed the Corporate Tax Bill (HR 4520) into law on Friday, October 22, 2004. The legislation includes several important amendments to the New Markets Tax Credit (NMTC) statute - including a provision which authorizes the Treasury Secretary to designate "targeted populations" as low-income communities for purposes of the NMTC.

 

The House VA-HUD Appropriations Committee bill was reported on July 20,2004.

Rural Business Investment Program Update (July 19, 2004)

The USDA has begun full implementation of the Rural Business Investment Program which was authorized in the 2002 Farm Bill. The RBIP is designed to attract venture capital to rural communities by providing venture capital organizations with operational assistance grants and federal debentures.

The House passed HR 4766, the Agriculture, Rural Development and Related Appropriations Bill for Fiscal Year 2005 which contains spending for federal rural housing and community development programs.
